Incumbent Worker Training
North Carolina's Incumbent Workforce Development Program serves
the interests of both the State's workers and the State's
employers by supporting access to high-quality, market-driven
education and skills training. The program provides assistance
to employers confronted with the need for new and upgraded
worker skills that are necessary to maintain or increase their
competitiveness in the global economy. Incumbent Workers develop
portable skills that benefit their employers, facilitate transition
between jobs, and enhance their potential for increased earnings.

On-the-Job Training
On-the-job-training (OJT) is one of the training options under
the federal Workforce Investment Act (WIA) that Local Workforce
Development Boards can utilize to help Dislocated Workers
obtain employment and develop occupational skills for new
careers. It provides an incentive to a business to hire, train
and retain WIA-eligible Dislocated Workers and to provide
specific training to the new employees that enables them to
be more productive employees and to develop their professional
skills.
-
The program is designed to provide occupational/professional
skills training for the Dislocated Worker at a local business under a contract
agreement and a training plan agreed upon by the Employer
and the Local Area. The training begins after the Dislocated
Worker is hired by the business.
-
The Employer is reimbursed for training costs and the
lower initial productivity of the OJT employee at a rate,
not to exceed 50 percent of the wages/base pay paid to
the OJT employee by the Employer during the specified
training time.

Customized Training
Employers needing training customized to their particular
industry or company may be interested in Customized Training.
Capital Area WDB works with the State and local businesses
to provide customized training around the workforce, which
promotes lifelong learning for workers and long-term competitive
success for businesses. As part of a larger workforce development
strategy, workplace skill training can provide workers with
wage increases leading to self-sufficiency and can create
new entry-level job opportunities for individuals not yet
employed.

Testimonial From One of Our Businesses
“The
industrial training course was invaluable in
both classroom and practical knowledge. It explained
the concepts behind work sampling, cost accounting,
and cost justifications and then provided real
scenarios on our shop floor to put those concepts
into practical applications. The final projects
on cost reductions will have positive impacts
immediately and on projects we undertake in
the future.”
