Green Building Training Certification and Community
Education Program
The Green Building Training
Certification and Community Education Program will
offer classes and certifications free of charge to
construction professionals. The Green Building Training is
funded by the Department of Energy’s Energy Efficiency and
Conservation Block Grant (EECBG) through the American
Recovery and Reinvestment Act, commonly referred to as the
stimulus package. These technical training classes are
directed towards the design and construction sectors hit
hardest by the recession. The purpose of the EECBG training
program is to train a workforce targeting activities that
create or retain jobs and promote sustainable "green jobs"
focusing on energy and water efficiency in the technical
fields.
The following courses
will be offered:
-LEED certification
-Solar Panel Installation
-Solar Thermal
Installation
-Green Plumbing
-Sustainable Landscaping
-HERS (Home Energy Rater
System)
-BPI (Building
Performance Institute) training
-Green Cleaning
Courses will begin late
Spring 2010 and run through Fall 2012. Priority will be
given to Raleigh residents and applicants with a business
license with the City of Raleigh. For more information and

Capital Area American Recovery and
Reinvestment Act Update
Capital Area Workforce Development services for Adults
and Dislocated Workers funded under the American Recovery
and Reinvestment Act is being implemented in two phases.
Phase I began September 2009
with services offered through a partnership between Capital
Area, Wake County Human Services and Wake Technical
Community College. Phase II began November 2009 with
services provided by Educational Data Systems, Inc. and
Johnston County Job Training office.
Phase II services options offered to eligible adult and
dislocated workers in Wake and Johnston Counties include:
case management
short-term classroom training
Career Readiness certification
work experience
on-the-job training (OJT)
job search assistance
post-employment follow-up
A questionnaire has been designed to assist
in determining eligibility for the Adult and Dislocated
Worker Stimulus Funds and your interest in selected training

NC SHARE Network Access
Points are GROWING!
Access Points are a result of a partnership between
the Capital Area Workforce Development Board, the U.S. Division
of Employment & Training, the U.S. Department of Labor, the
Center for Faith-Based and Community Initiatives, and the
State of North Carolina Division of Workforce Development.
These Access Points will provide outreach in
targeted communities for "non-traditional" customers
lacking job search skills. These sites will also increase the
number of locations providing access to JobLink services
online while enhancing community awareness of JobLink
services.
The SHARE Network North Carolina consists of two
parts:
1) An Online Resource Directory consisting of
various service providers, including Workforce Development
System partners, faith-based and community based
organizations, businesses and government agencies. http://www.ncsharenetwork.com
2) Access Points located at faith-based or community
organization locations to provide core services and referrals
to customers.
Capital Area Workforce Development Board will open four SHARE Network Access Points
on June 24, 2010. The Access Points are located at:
- Literacy Council of Wake
County, 916 West Morgan Street, Raleigh
- First Reformed Church of Cary, 555 Southwest Maynard Street,
Cary
- The Life Enrichment Center, Inc., 3805 Tarheel Club Road,
Raleigh
- Family Life Center, Inc., 909 East Lee Street, Smithfield

Project
NewBuild (A YouthBuild Program)
In October 2007, Capital Area Workforce Development Board
was awarded the US Department of Labor's Project NewBuild
Grant. Project NewBuild targets high school dropouts
and other at-risk populations, 17-24 years of age.
Participants are enrolled in a GED class and construction
skills training.
The program enabled young people to gain useful skills
while working towards their GED, allowing
them to play a respected role in their communities and build
the most essential safe and affordable housing needed by their
families and neighbors.
Project NewBuild consisted of six major components: housing,
education, job training, leadership development, counseling
and graduate support. Students constructed or
rehabilitated homes for the homeless and low-income people in
their communities, prepared for a GED, vocational school or
college, and through the construction element learned work
habits, decision-making and time-management skills.
Students shared in the governance of their program through
an elected policy committee. Counseling and referrals
were offered to address such issues as childcare or
transportation and graduates were provided resources and support
to assist them after completing the program.
The program phase of Project
NewBuild is completed, and 10 participants
graduated on November 17, 2009 at the Wake Technical
Community College GED/Adult High School graduation.
