Capital Area Announces ARRA Adult and Dislocated Worker Services Award Recipients

Capital Area Workforce Development Board is pleased to announce the award recipients for the Adult and Dislocated Worker Services under the American Recovery and Reinvestment Act.

Educational Data Systems, Inc. (EDSI) will provide services to eligible adults and dislocated workers in Wake County.

Johnston County Job Training Office will provide services to eligible adults and dislocated workers in Johnston County.


Capital Area American Recovery and Reinvestment Act Update

Capital Area Workforce Development services for Adults and Dislocated Workers funded under the American Recovery and Reinvestment Act is being implemented in two phases.

Phase I began September 2009 with services offered through a partnership between Capital Area, Wake County Human Services and Wake Technical Community College.  Phase II began November 2009 with services provided by Educational Data Systems, Inc. and Johnston County Job Training office.

Phase II services options offered to eligible adult and dislocated workers in Wake and Johnston Counties include:

case management
short-term classroom training
Career Readiness certification
work experience
on-the-job training (OJT)
job search assistance
post-employment follow-up

Federal Stimulus Funds Awarded for Summer Youth Employment

Capital Area Workforce Development Board implemented the Summer Youth Employment Program funded by the America Recovery and Reinvestment Act of 2009 this past summer. 

This program's primary objective was to provide paid work experience during the summer for  eligible youth ages 16-24  in Wake and Johnston Counties. There were 165 qualified businesses that  became work experience sites for approximately 562 youth paid with federal stimulus funds for a 7-week period.   

Capital Area Workforce Development is committed to providing positive employment opportunities to youth and young adults interested in developing good work habits and becoming more aware of the world of work.

NC SHARE Network Access Points are GROWING!

Access Points are a result of a partnership between the Capital Area Workforce Development Board, the U.S. Division of Employment & Training, the U.S. Department of Labor, the Center for Faith-Based and Community Initiatives, and the State of North Carolina Division of Workforce Development.

These Access Points will provide outreach in targeted communities for "non-traditional" customers lacking job search skills. These sites will also increase the number of locations providing access to JobLink services online while enhancing community awareness of JobLink services.

The SHARE Network North Carolina consists of two parts: 

1) An Online Resource Directory consisting of various service providers, including Workforce Development System partners, faith-based and community based organizations, businesses and government agencies. http://www.ncsharenetwork.com

2) Access Points located at faith-based or community organization locations to provide core services and referrals to customers.

Capital Area Workforce Development Board opened six new SHARE Network Access Points on June 25, 2009.  The Access Points are located at:

- Celebration Community Church, 314 Bashford Road, Raleigh
- Johnston County Industries, 1100 E. Preston Street, Selma
- Kenly Church of God Worship Center, 9073 St. Mary's Church Road, Kenly
- Mitchener Memorial Baptist Church, 911 Blount Street, Smithfield
- The Hope Center of Pullen, Inc., 1801 Hillsborough Street, Raleigh
- Urban Ministries, 1390 Capital Boulevard, Raleigh

Project NewBuild (A YouthBuild Program)

In October 2007, Capital Area Workforce Development Board was awarded the US Department of Labor's Project NewBuild Grant.  Project NewBuild targets high school dropouts and other at-risk populations, 17-24 years of age.  Participants are enrolled in a GED class and construction skills training.  

The program enabled young people to gain useful skills while working towards their GED,   allowing them to play a respected role in their communities and build the most essential safe and affordable housing needed by their families and neighbors.

Project NewBuild consisted of six major components: housing, education, job training, leadership development, counseling and graduate support.    Students constructed or rehabilitated homes for the homeless and low-income people in their communities, prepared for a GED, vocational school or college, and through the construction element learned work habits, decision-making and time-management skills.

Students shared in the governance of their program through an elected policy committee.  Counseling and referrals were offered to address such issues as childcare or transportation and graduates were provided resources and support to assist them after completing the program.

The program phase of Project NewBuild is completed,  and 10 participants  graduated on November 17, 2009  at the Wake Technical Community College GED/Adult High School graduation.

AmeriCorps Access JobLink

Capital Area Workforce Development Board was awarded an AmeriCorps Grant in August  2008 to serve JobLink Career Center customers in Wake and Johnston Counties.  Partnering with the NC Division of Vocational  Rehabilitation on this initiative called Access JobLink, AmeriCorps members  assist special populations, including person with disabilities, at-risk youth, older workers and ex-offenders, with their employment needs.

Full and part-time members serve as volunteers on the Access JobLink project and receive a stipend during their time of service, but must agree to a one-year commitment.   For additional information on AmeriCorps Access JobLink, please contact Ray Riordan, Program Manager, at (919) 856-5992.
